Project description
Plan Sierra is a non-governmental organisation in charge of a reforestation and management programme for the Yaque del Norte catchment area, with a view to reconciling water and environmental preservation with the development of economic activities (herding, agriculture, wood industries, drinking water supply, and hydropower). Furthermore, Plan Sierra was recently chosen by the government to be the watershed co-ordinating body.
The AFD financed the NGO’s initiatives during the two previous programmes. The project now aims to elaborate a new multi-year programme allowing development work on various aspects of the Sierra to be continued:
- Forest management, including development of the wood sector and fire protection
- Responsible development of pastoralism in co-ordination with reforestation measures, development of the milk sector
- Development of a long-term agricultural plan for mountainous regions, bringing together coffee and local cash crops
- Improvement of soil and hydro-morphological knowledge of the Sierra to limit problems linked to erosion and run-off, and to safeguard the rivers’ hydrological regimes
- Reinforcement of the drinking water supply for the local population and livestock, by means of local water conveyors and storage facilities
- Monitoring of water quality and identification of environmental requirements
Services provided:
The project consists of two phases, each involving a specific assignment:
- Theme-based field assignments with in-situ expertise and co-creation of the programme with the key players and the project owner
- Compilation of a costed programme of actions, with a roadmap for operational deployment, submitted to the Client in the form of an interim report
