Project description
This project set out to establish a new five-year plan for the VBA (Volta Basin Authority). This consisted of drawing up new strategic guidelines which gave rise to an action plan intended to strengthen the VBA’s role as a transboundary authority. The action plan included various institutional and technical initiatives, as well as focusing on governance and efforts to support and strengthen the VBA’s staff. Technical actions included water information systems, project management for infrastructure, and comprehensive studies. The action plan also sought to secure financing for the VBA (budget and treasury management).
Services provided:
- Analysis of water issues in the basin and recommendation of a new action plan based on a participatory approach, organisation of workshops with partners to establish the strategic plan
- Breakdown of the strategic plan into a five-year operational action plan (recruitment of agents, training courses, acquisition of equipment, setting up of dashboards for monitoring water resources, planning for studies to be conducted, institutional positioning initiatives, communication, etc.)
- Programming monitoring equipment and setting up a transboundary dashboard for monitoring water resources
- Estimating the cost of improving shared governance of water resources in the basin
