Project description
This project aims to conduct feasibility studies with a view to setting up a public-private partnership. It encompasses all stages of the process leading to the signing of the partnership contract for the construction of a 30,000-ha irrigation infrastructure in the Saïss plain. This infrastructure will safeguard local agriculture whilst at the same time preserving groundwater resources.
Services provided:
Phase 1 – Diagnosis component
- Analysis of the institutional, legal, and agricultural / socio-economic context
- Study of demand for irrigation water based on various land-use scenarios
- Technical study of the irrigation project, and assessment of investment and operation requirements
Phase 1 – Strategy component
- Drawing up of a development plan (investment programme)
- Analysis of legal options for structuring the partnership
- Establishment of a financial model for the partnership
- Awareness-raising campaign and consultation with local farmers
- Survey campaign and presentation of the project to potential partners
Phase 2
- Preparation of tender documents and call for tender
- Analysis of technical and financial bids, and negotiation with the successful applicant
